Carrier Updates β Disruptions & Fuel Surcharge Announcements
Introduction
This page provides the latest information on carrier developments, disruptions, and operational changes that may affect your shipments. Our goal is to ensure maximum transparency, improve planning reliability, and keep you informed of any relevant change within our carrier network.
What Are "Carrier Updates"?
Carrier updates cover major disruptions and/or their consequences that may directly impact the cost of your shipping activity.
Ongoing Shipping Disruptions
Due to ongoing US military operations in the Gulf region and resulting airspace restrictions, major international carriers have suspended or limited their operations.
To ensure the safety, reliability, and predictability of your shipments, Quivo reserves the right to block shipments to the following destinations until further notice:
Bahrain, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, Syria, United Arab Emirates, Yemen.
If you choose to ship to any of the above-mentioned destinations, this will be entirely at your own risk. Quivo will bear no liability for delays, service interruptions, or additional costs incurred, including (but not limited to) security fees, emergency surcharges, storage fees, and return-to-sender costs.
We are closely monitoring the situation and will reassess as soon as stable and secure transport routes become available again. You can track the most recent updates in the table below.

Fuel Surcharge Updates
Quivo β Fuel Announcement β 30 April 2026
The prolonged closure of the Strait of Hormuz has triggered a historic oil supply shock, with Brent crude exceeding US $125 per barrel. By the end of April, the crisis resulted in diesel and kerosene costs doubling (or more) worldwide, directly impacting the entire logistics and transport sector. With global fuel inventories at multi-year lows, the sector now faces inevitable shortages and unprecedented operating costs.
While a swift diplomatic resolution in Iran remains our hope, the physical reality of supply routes remains precarious, which unfortunately suggests lasting energy price volatility beyond April 2026. As a result, market "optimism" is eroding: traders initially anticipated a short-lived conflict and a quick reopening of supply routes. Without a clear sign of improvement, the market is now bracing for a prolonged period of capacity and fuel tension.
To maintain the reliability of our delivery network in this context of rising fuel costs, we are implementing necessary adjustments to our shipping rates and surcharges.
In this crisis, we can distinguish two types of carrier responses:
- International carriers (such as FedEx, UPS, and DHL Express) adjust their prices based on weekly fuel indices, for immediate market alignment.
- Primarily domestic providers (such as DHL, DPD, Royal Mail, Colis PrivΓ©, Post ATβ¦) rely on monthly historical data, often with a one-to-two month delay before pass-through.
While Quivo absorbed the increase until March 2026, the sharp rise in international carrier fuel costs in April 2026, as well as the increase announced by domestic providers in May 2026, require us to pass on part of this increase.
In the list below, you can review the increases and measures implemented by our carrier partners, as well as how Quivo will pass on these increases.
We thank you for your understanding and partnership as we navigate these exceptional global circumstances together.
The fuel surcharges indicated here are indexed to current market fluctuations. Rates may be adjusted at any time without prior notice to reflect changes in energy costs. All figures provided are for informational purposes and represent the rates applicable and communicated by our partners at time of publication.

The Post fuel surcharge is currently included in the selling price.
Post Γsterreich has not announced any rate change to date (April 2026).
DHL Parcel
The DHL Parcel fuel surcharge is currently included in the selling price.
DHL Parcel has announced an increase in the long-term component of the energy surcharge from 1.25% to 3.25% in June 2026. The calculation follows a 3-month lag, based on the March 2026 energy index.
DHL Parcel has announced the introduction of a short-term component from 1 June 2026, initially set at 0% for the first 10 days. The calculation is primarily based on the 10-day average of Brent crude.
DHL Parcel Announcement
The short-term component amount is capped on the upside, but may be adjusted downward at any time, regardless of the oil price, to respond flexibly to an easing of the transport market. The basis for determining the maximum level is the average Brent price.
The component may be adjusted on the 1st, 11th, and 21st of each month and will be communicated in advance on dhl.de/energiezuschlag.
For the 1 June 2026 launch, we are initially setting the additional short-term component at 0%. This is possible in part because, as a pioneer in logistics decarbonisation, we have already reduced our dependence on fossil fuels. However, if the indirect effects described above intensify further, it may become necessary to collect this component to ensure the long-term performance, quality, and security of transport capacity.
The maximum cap of the short-term component is presented in the following table:
You can follow the latest DHL Parcel announcements here.
From 1 June 2026, we will remove the previous long-term component from our selling prices (β1.25%) and pass the energy charge through at cost via shipping adjustments.
DPD
The DPD fuel surcharge is currently included in the selling price.
DPD Austria follows the trend of the European Commission's Weekly Oil Bulletin (Price developments 2005 onwards.xlsx, columns AT & EU).
The DPD increase will be passed on via shipping adjustments for May shipments and beyond.

DPD Parcel
The DPD fuel surcharge is currently included in the selling price.
DPD Parcel has announced the introduction of an "emergency fuel surcharge" calculated on the total shipment price, surcharges included. For this reason, and due to the complex calculation logic described below, Quivo will pass on this amount via shipping adjustments.
DPD Calculation:
The basis is the monthly average diesel price published by ADAC, converted to net price. The surcharge only applies (and is re-applied) if the net average diesel price for the relevant month exceeds β¬1.35 per litre.
For every 5-cent net increase above this threshold, the surcharge is adjusted by 0.29125%. The second-to-last month* is always used for the calculation.
Example: for the May 2026 surcharge, the net average price for March 2026 is used. The surcharge applies to the net freight price + the net sum of all surcharges (excluding tolls, customs clearance, and road/air energy surcharges).
*second-to-last month
| Date | Announced carrier increase (estimate) |

| May 2026 | +2.91% |
You can track DPD fuel developments here.
The DPD emergency fuel surcharge will be billed via shipping adjustments labelled "Emergency Surcharge" for May shipments and beyond.
Parcel One
The Parcel One fuel surcharge is currently included in the selling price.
Parcel One introduced a fuel surcharge on 1 April 2026. The reference is the European Commission's weekly oil bulletin, on a 10-day basis.
Calculation:
Reference base: β¬1.60
Surcharge: 0.15% per cent of difference
Price on 26 March: β¬2.06433
(β¬2.06433 β β¬1.60) = β¬0.46433
β¬0.46433 Γ 15% = 6.96% increase
Quivo will use the last monthly "fuel floater" communicated by Parcel One, which is advantageous in a rising price environment.

USPS
The USPS fuel surcharge is currently included in the selling price.
USPS has announced an 8% increase on shipping effective from 26 April 2026 and valid until 17 January 2027.
The planned rate increase, approved by the Postal Service Governors on 24 March, is an 8% increase affecting base prices for the following domestic "competitive" products (retail and commercial): Priority Mail Express, Priority Mail, USPS Ground Advantage, and Parcel Select. No other products or services are affected, including First-Class stamps. Subject to a favourable PRC opinion, the increase would take effect at midnight (Central time) on 26 April and remain in place until midnight (Central time) on 17 January 2027. At that date, USPS may determine whether a different long-term approach is needed.

Fuel Trivia
BRENT is originally an acronym for the 5 geological layers discovered in North Sea fields (Broom, Rannoch, Etive, Ness π, Tarbert), named after Scottish lochs. The modern BFOET index is named after the current oil fields (Brent, Forties, Oseberg, Ekofisk and Troll). Yet the name Brent has remained the world's best-known oil benchmark.
